Starfield the old neighborhood bug

Hey all, I'm having a game breaking bug where I get to the part in the main quest The Old Neighborhood where you need to disable the vanguard ship but for some reason he never turns hostile. I can still disable the ship and board it, but the enemies that are supposed to be on board are naked, dead eclipse soldiers with no loot.

Apparently doing "Back to Vectera" is the breaking point for this. Doing it some how bugs the prompt that would give you the mission "Into the Unknown".
